FORMER Attorney General of the Federation, Abubakar Malami, has raised alarm over an alleged plot by people he describes as political actors to import thugs, foreign mercenaries, and illegal arms into Kebbi State.

Malami, now the leader of the African Democratic Congress – ADC, in Kebbi, claimed in a petition to top security chiefs that the intention is to destabilise the state.

Malami copied the National Security Adviser, the Inspector General of Police, the Director-General of the Department of State Services, DSS, and the Comptroller-Generals of Immigration and the Civil Defence Corps in the petition, dated September 10, 2025.

According to the former Attorney-General, the people behind the alleged plot were collaborating with mercenaries from Niger Republic, arming them through illegal channels, and deploying them to attack citizens, silence opposition, and undermine peace in Kebbi.

Malami noted that the threats were credible and not speculative, as he cited a September 1, 2025, incident in which he and other indigenes were allegedly attacked by armed thugs “operating without fear of law enforcement.”

In the petition, the ADC leader in Kebbi further accused the State Governor, Nasir Idris and his associates of aiding the operations, alleging covert ties with the terrorist network Lakurawa.

He described the situation as “a national security emergency”, with grave implications for Nigeria’s sovereignty and internal stability.

He urged inter-agency action to secure border communities, block the influx of mercenaries and arms, and investigate the alleged collusion between state officials and terrorist groups.
